In this session, we will discuss the third step in the Feasibility Study Process: Highest and Best Use. This step determines the projected site’s highest and best use. The highest and best use case study provides an economic basis for the chosen use by addressing the four factors of value: utility, desire, scarcity, and effective purchasing power.
